Housing Assistance Payment For Homeless Households Pilot Programme
Under the Department of Environment, Community and Local Government’s Action Plan to address homelessness announced in December 2014, it was agreed that the HAP scheme would be extended as a pilot aimed at homeless households in the Dublin region. Households must be registered one of the four Dublin local authorities, Dublin City, Dun Laoghaire Rathdown, Fingal orSouth Dublin councils and must have completed the Housing Needs Assessment with one of the four Dublin local authorities.
A dedicated Homeless HAP Unit has been established in the Dublin Region Homeless Executive offices to assist with the implementation and roll out of the pilot across homeless services by working closely with the four Dublin local authorities and providers of Supported Temporary Accommodation (STA) and Temporary Emergency Accommodation (TEA).

HAP will eventually replace Rent Supplement for households who have a long term housing need and qualify for social housing support. It will simplify the current system of housing supports and has been designed to allow households to gain full-time employment and remain on the HAP scheme.
